A DEEP GAME. - TO HOODWINK DEMOCRACY. THIS BUBBLE PRICKED. Australian and N.Z. Cablo Aesociation. (Received July 17, 8.45 a.m.) LONDON, July 16. The "Daily Telegraph's" Rotterdam correspondent says that a lUudy of German newspapers -reveals tho deep game which the, Kaiser and Junker party are playing with a view to hoodwinking the democracy. It bears the title of parliamentarism. Those demanding a complete reform «of the system of government are told that it will be granted by the establishment of n Ministry, certain members of which will bo chosen from tho Reichstag. This was offered instead of the demand for a Ministry responsible to tho Reichstag—a. totally different thing. But the reformers, headed by tho " Tagcblatt,''' swiftly pricked tho bubble, and the "Tageblatt" bitterly complains that Dr Michaelis has been appointed without Parliament being consulted.

"Vorwaerfs" declares that no Social Democrat can accept, a sent in the socalled Parliamentary Government, without any more responsibility than it had before. , PARIS, July 1(5- " Le Temps" states that the majority of the Germans are desirous of peace to rid thomselves of Dr von BethmannHollweg as the author of the war. The remainder, determined on conquests, drove him out, suspecting that he had abandoned all hope of annexations, while the Kaiser deserted him to save himself.
Many newspapers argue that the Kaiser is convinced that Germany has lost the war, and wishes to saddle on his son the responsibility of extricating the dynasty and the country from the present deepening plight. AMSTERDAM, July 16.
Dr von Bethmann-Hollweg's opponents in the Press describe him as a good administrator, but no statesman. The "Vossische Zeitung" argues that the growth of England's anti-German policy synchronised with Dr von Beth-manji-.HoU leg's tenure of office.
