A message from Constantinople says that tho new Government has granted a German, group a concession for the Stamboul-Pera railway under the Golden* Horn. (For a considerable number of years Germany has been using all the resources at her command to obtain concessions which would enable the Fatherland to construct a line of railway from Berlin through the Balkan States and Turkey into Asia Minor, and thence on to the Persian Gulf.
