PREFERENTIAL TRADE. LONDON, April 13. The " Chronicle " states that; apart from the loss of Sir Henry CampbellBannerman,, the reshuffling of offices, and the introduction of new blood has undoubtedly strengthened the Government. The "Times" says that.the;CaJniiet is distinctly stronger and more compact. The Earl of Crewe's appointment tends to secure harmonious relations with the colonies, but since he will be unable to make concessions in preferential treatment, his tenure of office is unlikely to be & conspicuous success. Mr Winston Churchill has yet to win the confidence of business men, since brilliant rhetoric does not go far. "" • The " Times " states that Lord Elgin declined a marquisate. . The Earl of Crewe will lead tho House ■ of Lords. • The "Telegraph" says that Mr Abis not a Little Englander, but his .uncompromising Cobdenism will bar the .way with regard to the problem of the relations of the oversea nations with the Motherland. The " Daily News " says that Mr Asquith has a great opportunity, but • needs great courage.
