THE NEW CABINET
OFFICIAL ANNOUNCEMENT. LONDON, April 13. The new Cabinet has been . officially Announced. Mr John Morley and Sir H. Fowler have been created viscounts ,<and retain their offices. The following constitute the Cabinet : (Prime Minister and First Lord of the Treasury, Mr H. H. Asquith; Lord High Chancellor, Lord Loreburn; President of the Council, Lord Tweedmouth; Lord Privy Seal, Marquess of Ripon; First Lord of the Admiralty, «Mr R. M'Kenna; Secretary for Home Affairs, Mr H. J. Gladstone; Secretary for Foreign Affairs, Sir Edward Grey; Secretary for the Colonies, Earl of Crewe; Secretary for War, Mr R. B. 'Haldane ; Secretary for India, Viscount Morley; Chancellor of the Exchequer, Mr D. Lloyd George; Secretary for Scotland, Mr John Sinclair ; Chief Secretary for Ireland, Mr A. Birrell ; Post-master-General, \Mr Sydney Buxton; President "of Board of Trade, Mr Winston Churchill ; President Local Go- j .verament Board, Mr John Burns; President Board of Agriculture, Earl Carrington; President Board of Education, Mr Walter Runciman; Chancellor of the Duchy of. Lancaster, Viscount .'Fowler. L/>rd Lucas has been appointed Un-der-Secretary for War, Mr F. D. Acland Financial Secretary for War, and Mr T. R. Buchanan Under-Secretary for India. , ■■ The other members of the Ministry Hvhose names are unmentioned retain their offices.
It is expected that Mr C. E. Hobtouse, the late Under-Secretary «f or Intfia, will be appointed Undersecretary to the Treasury. Mr Herbert Samuel, the Under-Secretary for Home Affairs, declined promotion, preferring to retain his present office and pilot the Children's Bill through Parliament. Viscount Morley informs his constituents that his health compelled him to choose between resigning office or withdrawing from the House of Commons, ond that he chose the latter course at ,/fche instance of his colleagues.
