A MANIFESTO. LONDON, April 13. Mr Winston Churchill, in a fighting manifesto, appealed to his constituents for a renewal of confidence. He reiterated hig adherence to free trade, »nd promised a railway to Lakes Victo-' ria Nyanza and Albert Edward, openIng up the cotton-producing potentiali- 1 ties of Uganda. He indicated that all social reform and commercial efficiency waited on the passage of the Licensing Bill in its integrity, and declared that the Government was perfectly ready to consider amendments in the education law provided the schools, were maintained from public funds, were amenable to public control, and were managed by State-paid teachers, not subjected to religious tests.
