The Sultan has ordered the Board of Audit to bo reformed, and intends to institute- a Commission of Control of the Public Service. , M. Nelidoff, in a secret iuterview, delivered the Czar's private message. The Sultau has refused to give the Powers the right of control, declaring that he will not become a eecond Khedive. He has hastened on reforms, in order to forestall the diplomats.
