The new Railway Bill, as finally revised by the Cabinet, provides for the appointment of fire trustees, the Minister of Railways to be ex-officio chairman, at a salary of £7SO each. They will be given entire control of the lineß, with power to appoint a general manager for a period not exceeding five years, who will be subject to their jurisdiction. All property vested in the present commissioners wil be transferred to the Trußt. All einploeys will be subject to the control of the new authority, but. {he rights and privileges of employes will be closely preserved. When Parliament authorises works which prove unprofitable.'or makes any direction for an increase of the expenditure or a decrease of the revenue, the loss ia to be made good by annual appropriations. No special expenditure can be undertaken by the Trust without the sanction of Parliament. A clause in the draft report ordering the diebandment of several unions in the service was eliminated, as it was thought that its retention might block the passage of the Bill.
