GUARDSHIPS IN THE BOSPHORUS.
[Special to Pbkss Association.] CONSTANTINOPLE, Nov. 29. The Sultan's action in delaying the sanction of extra guardshipß of the Powers, in the Bosphorus is attributed to Izzot Bey, the most favoured adviser, who was trying to strain the concert of and divide the Fowere. The Consuls have abandoned helping the starving in Sasßaoun. The Kurds have deatroyed the relief buildings and decimated a largo area. Auatria, Italy and Germany do not insist on extra guardships in the Bosphorue.
