St Albans Borough Council.

An ordinary meeting of the Council was held at the Borough offices, at 7.30 p.m., yesterday ; present — The Mayor, and Councillors Heard, Penteney, Moor, Smith, Neate, Waymouth, Meares, Pyne and Bull. FINANCE. Councillor Waymouth reported for the Finance Committee, receipts amounting to .£853 10s, leaving a credit balance at the Bank of £75 9s 7d. He presented the paysheet amounting to £145 7s Bd, with amount due to the Drainage Board, £259 Issdj total, £404 9a Id. On the motion of Councillor Waymouth, seconded by Councillor Pyne, the report was adopted. COBBESPONDENCE. The following was read : — From the Auditor-General, stating that ■the balance-sheet of the Borough, up to Sept. 30, 1889, aa furnished by the Council, had been found correct. From the Christchurch City Council, granting permission to put down a tank on the North Town belt, opposite the Carlton HoteL From the Paymaster- General, stating that £153 10a 8d subsidy due the Borough had been remitted. An intimation was received from the Christohurch Hospital Board, that the election of a member to represent the Council on the Board would take place on Nov. 27, and asking the Council to make arragements for being represented at this election. The letter was received. The Mayor stated that he had received several applications fox remission of rates on account of poverty, and it was decided by the Council to hold these over for future consideration. John Taylor, dyer, of Armagh street, "wrote, asking permission to dram his dye . stuff into the drain from his premises. It was decided to reply that the matter waa beyond the control of the Council, and to refer him to the Drainage Board. The Mayor and Councillor Meares were deputed to arrange for the nomination of a member to represent the Council on the Charitable Aid Board. THE DOMAIN. Councillor Waymouth moved a notice of motion standing in his name — " That the Council, while it does not entirely approve of the Domain Board as at present constituted, will oppose to the utmost any alteration is the management of the Park and Domain, which will vest it in the sole control of the Christchurch City Council. Councillor Penteney seconded the motion. Councillor Meares moved as an amendment — "That a letter be written to the City Council, intimating that the Borough Council will oppose the management of the Domain being handed over to the sole control of the City Council ; but will assist that body in endeavouring to have the members of the present Board augmented by representatives from the local bodies, or by having the Domain handed over to a Board constituted Bolely of representatives from the various local bodies." Seconded by Councillor Bull and carried. BABB WIEB FENCES. t Councillor Waymouth drew attention to the number of barb wire fences in the Borough. WOBKS. The Works Committfcee recommended that the Council should undertake to clean out the Drainage Board's sumps in the district. They asked for authority to procure two hundred yards of boulders for breaking, also to procure the necessary dog-collars for the coming year. The report was adopted,, and the necessary authority granted 6LAUOHIEB-HOUSES. The Town Clerk reported, as Inspector of Slaughter-houses, that the slaughterhouses in the district were in good order. Two of them, however, required whitewashing, and the necessary orders with regard to these had been given. The report was adopted. The Town Clerk was instructed to issue ft batch of summonses for unpaid rates. The Council then adjourned.
