«. ■Wellington, Sept. 12, 3.21 p.m. The Governor has received no despatches by the Suez mail. The prorogation of the Assembly takes place to-morrow. #£The Government, in order to avoid prolonging the session, have brought down an amendment on the Public "Works Loan Bill, enabling them to negotiate with the Imperial Treasury for the guaranteed million and give it any priority that may be found desirable. They have also brought down a temporary Loan Bill, to authorise the raising of £500,000 at any rate of interest fixed by the Governor in Council. This is intended for defence, telegraph extension, railway and water works, surveys in the North Island, roads, purchase of Native land, and refunds to Ordinary Revenue if the war lasts. No new or extensive public works will be undertaken, as it is quite possible the House may be called together again soon if the war lasts. The Government will not dissolve the present House until all things are prepared for the new elections. Messrs Stafford and Richmond thought the sum asked for was too large. They advocated a short prorogation, so that, in case of any emergency, the House could be easily reassembled. The Government said they were very unwilling to prorogue at all during the crisis, but they believed it would be quite impossible to keep the House together any longer. Mr Stafford moved an amendment to the effect that the loan should be £400,000. Mr Yogel positively refused to accept any reduction. Mr Stafford declined the responsibility of pressing his amendment to a division. Mr Fitzherbert supported the Government. The proposed Bill passed. Great anxiety is expressed as to the probable effect of the war on this colony. The House refused to accept the Council's amendment on the Railway Bill. A conference is now going on, and the Bill will probably be shelved. 7.40 p.m. The North- German Consul has received a telegram from Bismarck, instructing him to warn German shipowners of the outbreak of war and the consequent risks. A large number of Bills, including the Public Works, Otago Hundreds, the University, the Ofcago and Southland Union, the Disqualification, and the Ballot, have been assented to. The Appeals from Provincial Rating Bill has been thrown out. The result of the conference on the Railway Bill is not yet known. Shipping. — Sept. 10, 8 p.m., Rangatira, from Napier ; Sept. 11, early, Luna, from Nelson ; Storm Bird, from Nelson : 11 a.m., Camille, barque, for Newcastle. Auckland, Sept. 10, Via "Wanganui, Sept. 12. The Kate, barque, has sailed for Queensland with 60 diggers. The Auckland, steamer, which arrived from Sydney on Sept. 6 with the English mail telegrams, left for Fiji yesterday, with eleven passengers from Not Zealand, and 19 from Sydney. dflFlour has made a further advance 20s per ton. The Auckland mills quote £15 for the beat, exclusive of bags. Prime oats are quoted at 3s Bd. Cheese is dull. Butter is overstocked ; inferior is selling at 4d. Via Napier, Sept. 12. A true bill has been found against Assistant Commissary General Innes, charged with embezzlement, on three counts. The August returns from 78 Thameß Companies show a return of 13,005 ozs. of gold for 7750 tons of quartz crushed, for the month. From Fiji, via Sydney, it is reported that the mountaineer natives on the Island of Bau, have killed 370 Coast natives. The latter were Christians. The fate of Mr Norman, who with his overseer, was reported missing 18 months ago, has been ascertained. Both were killed and eaten by newly-
imported island labourers, who were taken to his plautation. Hokitikj., Sept. 12, 4.30 p.m. The criminal sittings of the Supreme Court commenced to-day. The cases are unimportant. A true bill has been found against David Curie, propr'etor of the Moss Guardian, who is charged with publishing a libel on Mr Conrad Hoos, Chairman of the County Council. The Bonnie Lassie arrived at 10 a.m. from Lyttelton.
