Mr Lucas dwelt at length with the question of most importance to the Thames district—that of miningl— and maintained that that legislation ■and its administration: had not been in the interests of either the industry or the district. He ak<» referred to the circulation, of anonymous pamphlets signed "Elector,'-. dealing withi political questions and tlie Tlwianes election, and sa.id the fact that the writer was either afraid oir ashamed to aippendi liis name to. his writings was sufficient to discount its merit. A good deal of credit was awarded in. the pamphlet* to Mr McGowan for measures that the Hon. Mr Cadm.an was closeTy associated .with. Mr Lucas spoke oint the employment of .tr-ibitt-ers amdi was afterwards questioned o;n the point. He said t'liiat.he thought 10 per cent was ample* with not more than 15 per cent wheat machinery' was used. He did mot think that tributers .should be called upon to pay midre. At the conclusion of his address a vote of thanks was, oia the motion of Mir Graham, passed to the speaker, Mr Osbo'rrie was elected Chairman of th© meeting.
