STALIN’S ATTACK ON LEADERS ECONOMIC LIFE ENDANGERED United Press Association—By Electric Telegraph —Copy rlgh t (Received November 2, 11.40 p.m.) LONDON. November 2. The Riga correspondent of “The Times” reports that M. Stalin speaking at the Moscow celebrations of the twentieth anniversary of the League of Young Communists,. accused responsible departmental heads and Communist Party leaders with callous bureaucratism, negligence, corruption and incompetence. He declared that the disorganisation of the Commissariat of Agriculture has caused a shortage of food supplies in the towns, entailing serious consequences unless immediately righted. He also sharply criticised the condition of industry which was endangering the country’s whole economic life. Disorganisation was largely due to lack of able specialists in which Russia was poorer than the capitalist countries, and she must learn, even from her enemies.
