The diplomatic correspondent of ‘‘The Daily Telegraph" states that it is an open secret that the South African Minister of Defence (Mr O. Pirow), who will arrive to-day, is interested primarily in Germany’s colonial ambitions, and that by the end of his journey he will have exchanged views with Belgium. Portugal, Britain, and Germany.
