VOTING IN MUNICIPAL ELECTIONS British Official Wireless (Received November 1, 6.30 p.m.) RUGBY. October 31. Voting takes place to-morrow over 360 cities and towns in England and Wales for the replacement of one-third of the Municipal Councils. There are 859 Labour, 482 Conservative, 97 Liberal and 370 Independent candidates.
