I think that where there are no footpaths and pedestrians have to share the road with motor and other traffic, they should be compelled to have some distinguishing mark about them. It would be quite possible to attach to the heel or bac' of the boot, a small red glass, similar to those used in direction posts on our roads. As the person walked these would flash in the light of an overtaking car.
