NEW REGIME IN RUMANIA United Press Association -Bv Electric Telegraph -Copyright BUCHAREST. September 1. The Cabinet has taken full control of the armed forces by dissolving the shock troops and introducing a compulsory labour army for unemployed between the ages of 18 and 21. It has also abolished the immunity of universities from police and army instruction.
