NEGOTIATIONS IN BRITAIN British Official Wireless (Received December 18, 5.5 p.m.) RUGBY, December 17. The president of the Board of Trade (Mr Walter Runciman) together with Colonel D. C. Colville (Parliamentary Secretary for Trade) received M. Manulescu (Rumanian Minister of Commerce), accompanied by M. Laptew, acting Rumanian Minister, and his delegation, and discussed with him the question of outstanding debts due from Rumania to firms in the United Kingdom. The discussions are being continued.
