CONGRATULATORY VOTE DEFEATED By Telegraph—Press Association CHRISTCHURCH, June 25. By seven votes to two the Christchurch Tramway Board refused to agree to a motion that a letter of congratulation be sent to the Hon. W. Hayward, a former member of the Board, on his appointment to the Legislative Council. The motion provoked a bitter discussion in which Labour members attacked Mr Hayward. In moving the resolution Mr C. E. Jones asked members to forget the past, put all personal feelings aside and make the voting unanimous. Mr W. J. Walter, the only other nonLabour member of the Board, in seconding the motion, spoke of the service of Mr Hayward to the Board, and described him as among the most able and broadminded men in public life *n Christchurch. The chairman, the Rev. J. K. Archer, said the resolution was very unfortunate. but the speech of Mr Walter was disastrous. If the resolution had been simply moved it might have been possible, as a matter of courtesy, to carry it, but Mr Walter had paid Mr Hayward compliments as a member of the Tramway Board. The fact was, he declared, that many of the Board’s present troubles were due to Mr Hayward’s action as a member of the Appeal Board. Mr E. J. Howard M.P. said that Mr Hayward’s appointment was purely political; merely a matter of bargaining among politicians. Mr Hayward’s attitude towards the workers ->f Christchurch had given him his appointment. After other Labour members had spoken, the motion was put and lost.
