BARGAINING FOR TERRITORY. (United Press Association—By Electrlo Telegraph—Copyright.) SHANGHAI, March 16. The latest telegrams indicate that negotiations between the rebels and Nankin and Mukden at Mukden have become no longer a question of money, but actual bargaining over territory. The rebels offered Mukden the control of the Pekin-Tientsin area, while Nankin, according to Chinese newspapers, is offering General Chang-Hsuc-Liang control of six provinces— Shantung, Honan, Chinli, Shansi, Charchar and Suiyuan—though naturally the offer means if he can get them.
