The spiritual peace and material tranquillity of all Spaniards, the complete welding of the past and future without abrupt changes, and the keeping of everything the dictatorship left in constructive policy, are the chief aims of the Government, said General Berenguer, addressing the captains. The General believes that Spain has entered the path leading quickly to a splendid renaissance. WHOLE CITY TRANQUIL. ARTILLERY OFFICERS RELEASED. (United Press Association —By Electric Telegraph—Copyright.) (Received February 4, 7.20 p.m.) MADRID, February 3. A rousing welcome was given to the released artillery officers and the men who were imprisoned a year ago, for the revolt against General De Rivera. All students have resumed a peaceful life, and the whole city is tranquil under General Berenguer’s programme of restoring full constitutional liberty.
