CONCENTRATION ON TRADE UNIONS. (United Press Association—By Electrlo Telegraph—Copyright.) VLADIVOSTOCK, August 22. The chief question before the Pacific Ocean Trade Union Congress will be the necessity for an intensified struggle against the leadership of moderate reformists. The secretary, Mr Browder, claims that already the fight against the old leaders has been partly successful. The influence of the moderates is declining in Australia, India, and elsewhere.
