The Admiralty has therefore directed that a statement shall be read to all ship’s companies, and placed on the notice boards in all His Majesty’s ships and establishments, showing that there is no foundation for the allegations contained in the leaflets, and pointing out that the writers of the leaflets are not interested in the' welfare of the lower deck, but aim at creating discontent, thus facilitating ..,,0 introduction, by revolutionary violence, of a form of government similar to that in Russia.
