M. MARSAL TO FORM MINISTRY.
MILLER AND’S RESIGNATION FORESHADOWED.

M. Francois Marsal, Finance Minister in M. Poincare’s Government, and a friend of President Miilerand, has consented to form a Cabinet. He will introduce his new team on tho lOlli, when he will read a Presidential message stating M. Millerand’s case, and thereafter will submit a vote of confidence. If this is rejected, as is considered probable, M. Miilerand win resign. The President will therefore he vindicated, taking the standpoint that he is only leaving the post on a clear vote of Parliament, and not at the behest of one section thereof.
