NAVAL DEFENCE. IVcss Association-By Telegraph-Copyright MELBOURNE, Oct. 12. The Naval Defence Bill provides that the permanent forces are liable to continuous service, and may be employed in any naval service. The citizen forces are only liable for active service when called out by proclamation. Thenmay be required to serve in any naval service within or beyond the Commonwealth. The naval force may bo used for the protection of the State against domestic violence, and if acting with the King's force will be subject to any Imperial act or regulations. THE LAND TAX. In the House of Representatives, the Land Tax Bill was read a third time. An attempt was made to recommit the Bill in order to provide a separate assessment for land sold before the end of the year. Mr Deakin said that the principles of equity could never creep into the Bill. PENNY POSTAGE. Received 9 p.m., Oct. 13th. MELBOURNE, Oct. 13. The Postmaster-General has announced that in future there need be no fear as far as stamps are concerned, and that tho State barrier is nonexistent. As a memento each Member of Parliament was presented with a complete set of Australian stamps. Notification has been given of a Bill providing for penny postage within the Commonwealth, with India, Egypt, New Zealand, and Fiji, and any other country which desires to reciprocate.
