• Per Press Association, • LEGISLATIVE COUNCIL. ; WELLINGTON, Oct. 13. | The Council met this afternoon. CRIMES BILL. ! On the motion of the Attorneyj General the amendments made by the House in the Crimes Bill ware agreed to.

Dr Findlay remarked that the placing of this Bill on the Statute Book would be due almost entirely to the good work of the Council. The Attorney-General moved the second rending of the Judicative Amendment Bdi, which provides, (1) that where the.ro axe two Registrars of the Supreme Court in one district, every reference made to the Registrars ,is to be construed as being a reference to each Registrar and the power conferred shall be exercisable by ajiy one of those Registrars; (2) that where a person neglects or refuses to execute any eonveyatice, contract, or other document, ar to endorse any negotiable instrument as ordered by the Supreme Court, the Court may order ■ any such document to he executed or endorsed by such persons as it may nominate for the purpose. The second reading was agreed to. DEFENCE. The adjourned debate on the second reading of the Defence Bill was resumed. Messrs Lmighnan, Callan and Wi Pere expressed approval of the Bill, and the debate was again adjourned. The Land Settlement Finance Bill was read a. first time and the Council adjourned.

HOUSE OF REPRESENTATIVES The House met at 2.30.

The ilinister of Labour gave notice to introduce an Industrial and Conciliation Bill.

GAMING BILL. The Gaming Act Amendment Bill was read a second time pro forma, and referred to a select committ-ee, to report in fourteen days. BILLS ADVANCED. The Water-Powers Bill was read a second time. The River Boards Bill was read a third time and passed. The By-laws Bill, Oaths Bill, and Inalienable Annuities Bill were read a second time. FOR, BOROUGH COUNCILS. Mr Buddo moved the second reading of the Municipal Corporations Amendment Bill, which, he explained, gave effect to some of the recommendations carried at the Municipal Conference. Ho promised to explain its provisions more l'ully when it reached the Committee stage. Mr Eraser admitted that the Bill was an improvement on the law as it stood, but it was far from carrying out the recommendations of the Municipal Conference, many of which had not been given effect to at all. He hoped the Minister would have these recommendations published in a circular form for the information of members.

Mr Wilford expressed disappointment that the recommendations of the Confere ice 011 many important matters liad not been carried.

Mr 1511 hoped prevision would be made for giving municipalities power to establish fish and other markets. The Bill would make many desirable alterations in the present "law. After further discussion the second reading was carried, and the House rose at midnight.
