Vitko, a Russian terrorist, locked Colonel von Kotten, chief of the Moscow police, in a room in a. Paris hotel, and emptied his revolver into Kotten's face. Vitko has been' arrested. He states that Kotten offered him a position in the secret police, with the alternative o f Siberia. He became a spy after eighteen months in Siberia, and finally arranged a sham plot to secure his revenge on Kotten.
