Sir Reginald Talbob was entertained at a valedictory banquet by the Government. .In the course of a speech, he said -that he viewed with some anxiety the tendency to friction between the Commonwealth and the States. He was bound to say it did not altogether com© from the States. There was a desire to- encroach upon the sovereignty of the States and "their independence. He believed that 1 it. waa absolutely ncceteary for the welfare of the States that lliey should! have absolute control of tlheir 'owu affairs. IMPROVING PORT MELBOURNE. MELBOURNE, July 3. The Governor's speech at the opening of Parliament referred to the intention to submit a scheme of improved harbour facilities, based! on the recommendation of Mr Ferguson, late engineer of the Wellington Harbour Boara.
