Received 1.10 a.m., September 14th. ■ MELBOURNE, September 13, In the Federal House, Mr Reid, the Premier proceeded with. the amendment to the Arbitration Rill.most of which was of a purely consequential character. Mr Watson contended that the amendment previously carried at the instance of Mr McCay rendered the Bill absolutely unworkable. So far as he was able to ascertain the Unions would refuse to register, not because of the nature of the preference amendment but because they recognised it to be absolutely impossible to discover when there was a majority that the preference necessitated. He informed Mr Reid that he had nothing to say <on the amendment and threw the responsibility of this.jneffective Bill on the Government,
