PARLIAMENTARY UNION.
: » . The tenth sitting of the Timaru Pai'liamentary Union was held on Thursday, Mr J 8 Keith occupying the Speaker's chair, and 26 members and visitors being present. Mr Hogben gave notioe to move at next sitting " That tbe House at its rising do adjourn for cix months." Ihe House m Committee considered and passed tbe remaining olaußesof the Education Bill, and on resuming Mr 0 A Btraok moved the leoond reading of the Mining Boards Prospeotora Bill, which authorises the appointment of Mining Boards for the purpose of aiding prospectors to develop the mining resouroes of tho oolony. He said the mining industry m this oolony was m a languishing oondition, although we possess mineral resources equal if not superior to any of the sister colonies, and he attributed this (1) to tbe want of the lateßt improved methods of saving the fine gold, (2) to defective mining laws and regulations. (8) to ignorance ot tbe deeper strata of rocks, end (4) to the great want of practical enterprise amongßt miners, and this he contended it was the duty af the Government to stimulate by suoh assistance as it was able to give. He enumerated tbe msny gold fields m New Zealand and speoially emphasised the enormous reward whioh could be realised from the bedß of the Olutba river and its tributaries. After considerable discussion, m whioh Messre Bourne, Hogben, Young,Mr«Grahame, Messrs Henderson, Bold, Warburton and Harrop took part, the motion was put to the Houee and carried. The Honse then went into Committee to consider the Begistered Oompanies Audit Bill, whioh was p»aed with sorao amendments. The Trades Arbitration Bill wai then further considered m Committee, clauses 11 and 12 being passed, but an amendment being carried to clause 13, whioh was considered by the Government to affeot the vital principle of the Bill (a policy measure), Mr Hogben moved that progress be reported, bo that the Government might oonsider their position. This was carried and the House adjourned to October 4th.
