(By Telegraph.) Wellington, Nov. 1. The following ia the cablegram Bent by Sir Julius Vogel to the Chairman of tho Eastern Extension Telegraph Company : — "Wellington, Oct. 30. " In reply to your telegram, when you were offered the terms authorised by Parliament, you refused to accept them. I now protest against the increase of rates without notice from the International office and shall report the course you have taken. Meanwhile I give you notice if you raise the rates on Monday that we require a terminal charge of four shillings for the first ten words and five pence each word additional on all inward intercolonial messages." The Superintendent of the Cable Company at Wakapuaka telegraphs: — "The Cable Company haa determined to enforce the new tariff." The terminal charge which New Zealand threatens to impose on all received intercolonial messages will be collected from the senders of such messages.
