HOSPITAL AND CHARITABLE AID BOARD.

♦ : — . A special meeting- of the above Board was held m tho Council Chambers last evening. MEiIBBHS PUKBENT. Messrs J. Jackson (Chairman), C. Y. Clarke, J. Talbot, A. Hayes, G. F. Clulce. Mr E. H. Lough, tho Secretary, Dr Drew, tho Surgeon, Mr T. Jowsev, the Houee Steward, and Mr F. W. Marchant, C.E., were also ia attendance. ESTOIATES. The question of estimates for the ensuing yenr was freely discussed. It was estimated that tho cost for the year would be £8500. Mr Uayes thought it hardly fair to call on the Waimnto district to bear part of tho cost of tho Timaru Hospital ns they bud to support an hospital of their oivu. There was to be raised by rates £3100. Mr Clulce said the public thought that they wero building a Hospital at an immense cost without considering whether it was wanted or not. He wautcd something put before them to dissipate this opinion. The Chairman said it was plain that improvements wero wanted at the Hospital. Mr Talbot was for doing something. They must send up tho esliin:itc3 as quickly us possible. Ilie Hospital wanted attending to very badly. It appeared to him thut the additions would not mako less than £IG''IO. They must also make some alteration to tho Hospital whi h would cost about iISOO. To make a real good job of it, it would cost about £3DOO. The Hospital was not mub healthy condition as it ought to bo, and while they were at it they, ought to make a good job of it. It w:n lost, sight of that, tiic Government were going to p.iy half the cM -, it looked as if the ratepayers had t-> pay it all. He regretted that another burden should be lmvo to bo laid 011 the people by levying a lax. But the taxes would not be more than the country could meet. The que.-tiuii of the building ou^ht to be gone into at once. After some further discussion it w;\3 moved by Mr J. Talbot. seconded by Mr C. V. Clarke, and carritd — " That 111? estimated amount required for tlio i'.i:iintenan>'o uf j charitable aid within the district, .C3OOO, together with £:}si-0 for iid-iitio!i3 t ■-> the Timaru Hospital buildings, I>= ad»;ted, and forwarded to the Government for information and approval, that tho cvutriluilion on (he above amount rcquiri-il from the different contributing bodies, £3500 be allocate;! pro rn/n, and the respective amount) so required bo notified to the said contributing bodies us coon as possible" The WAiiiAir. lloshtat.. Some discussion took pluej o; 1 . tho above Hospital re 'the estimates for three month. It wii3 ultim tely moved by Mi- J. Tulbot, seconded by Mr K. A. Barker, and carried — "That an amount required for tho main tcnanco of the Watinato Hospital for tho ensuing threo month?, as bused on the rstimuto furnislic 1 by the trustees, be forwarded at once. Thut the Secretary ascertain from the Government of the incorporation of the Waimnto Hospital under trustee?, vests the administration of Charitable Aid m the Wuimate district m the said trustees. Mr Cliilco offered the following suggestion which was carried unanimously — "That the follow particulars m connection with the estimated revenuo nnd uxpruiliture for the year ending 31st March, ISS7, be placed upon (ho Council's re.-orda : — ■ " ' That the total amount required for expenditure for the year, including charitable iiid, i? £3COO, and tl'mt. it ia proposed to spend a further sum of £3300 upon nddiliuiia to Hospital, altogether £85(0. That after deluding i lie amount of cash m hand :it date, also subsidies th;:t may be cxpnted from Government-, with other outside receipts, the whole of the i.mount required will be about £:!500- That :i rate of l-t!i of a penny over tho district will le sufficient to meet this engagement. That it is absolutely necessary m any ca.-o that certain new additions ami alterations to the old building be completed, which would necessitate an expenditure of £1300. The Coaimis?ionei'3 aro of opinion tlmt it would bo be merely wnslo of funds to expend any moneys m patching up tho present old portion of the Hospital, which have been nsceitained to to be unhealthy, damp, and rotten m many plucc3. That at present the Government will provide £ 1 750 out of tho £3500 required for tlio additions, and the Board are of opinion that as these subsidies may eea-:e at any time, it would be unwise to leave tho erection to any future timo when no Government aid may be looked for. The differenco between tho amount required foy putting the premises into actual and necessary repair, viz., £1800, and that required for completing tho additions as proposed will be only £1700, of which Government subscribes £850, leaving a similar sum to bo provided by the local bodies, thus supplying a permanent aud substantial building instead of patched up premises, which would require to bo pulled down and rebuilt m a very short timo.' " rXAN3. Mr Marohunt submitted tho plans for improvements to tho Hospital, nnd it was moved by Mr C. V. Clarke seconded by Mr J. Talbot, and carried — " That tho amended plans No. 2 prepared by Messrs Meuson and Marchant for tho additions to the Timnvu Hospital bo approved of.' Tho meeting then terminated.
