RUSSIA AND AFGHANISTAN.

Abdurrahman Khau, the Ameer of Afghanistan, arrived to-day at Rawalpindee, where he was formally received by Earl Dufferin, the Viceroy of India. The reception ceremony was of a very imposing nature, and was numerously attended by British, and Indian dignitaries. (Received 1.25 p.m., April Ist.) London, March 31. In the House of Commons to-day the Marquis of Harttngton, Secretary of State for War, announced it to be impossible to make any statement to the House as to the progress of negotiations with Russia before the Easter recess. The Marquis of Hartington added the military preparations which were being carried out by Great Britain were not intended m any way as a menace to Russia.
