_ The last weekly edition of the Illmtration was seized by the police because it contained insulting caricatures of the Prussians.
M. Thiers has prohibited public banquets and popular demonstrations of any kind on the 21st and 22nd of September. The reports of the assassination of French officers and citizens m Paraguay are confirmed. Orders had been issued for stopping the work on the military defences near the Mont Cenis tunnel. The Department of the Aube is threatened with a declaration of state of siege on account of the attacks on the military by the inhabitants. The Congress of the International Society, held its first public sitting at the Hague on Sept. sth. The President of the Congress m a violentspeech denounced General Trochu as a traitor to his country, and called Jules Favro a wretch. Several of the French members withdrew disgusted, before the adjournment of the session was adopted by a resolution, the object of which was to convert the International Society into a political organization. Large numbers of the French Communists are at tho Hague. It is stated that a, large number of condemned criminals are at present incognito.
