TIMARU BOROUGH COUNCIL.

The Council'met. on Monday last. Coucillor Cliff oocupied the chair pro tern. j hero were also present Councillors Padget, tyfe, and Butterworth. The Engineer was n attendance. v : Messra H. Cain, JB. Turnbull, and Mcßae, >eing new members, took the declaration -equired by the Municipal Act. After making the deolaration, hia Worship *he Mayor took the chair. The minutes of tha previous meeting were •cad and confirmed ; also, the fair copy of <he new borough regulation's as -to* hackney rehicleß, carts, and carters. Letters were read : — From the Seoretary for Publio Works, replying to application for a further instalment »f £200 on account- of the vote for Timaru water supply, and informing the Council that the amount would be paid tlirough the SubTreasurer, Timaru. From Mr K. Clark, stating that he had reoeived au application for 6s 6d for the breaking of a lamp by his son, denying that his boy had broken the lamp m question, aud declining to pay the amount. From the Secretary to the Fire Brigade, requestingthe Councilto havea force puuipplaced ou the well adjoiuing the Council Chamber, either by removing the pump from the well m Heaton-street, or purchasing a new oue ; the Brigade being willing ta provide two iron tanks, so that m the event of a fire m the main street, the Brigade might haTe a chance of doing some good. On consideration of Mr Clark's letter, ib was determined as the only evidence the Council had to offer was that of a child, to leave the matter over for further consideration. On consideration of the Fire Brigade's application, The Engineer, on being asked for his opinion, said as there were two pumps at tha Heaton-street wells, it would be a convenience to the greater number of inhabitants if one of the pumps were moved to the other end of the town. He stated that the pump was quite workable where it was j it was m constant use by the water oarta, eto. The Clerk was directed to inform the FireBrigade that the Council would oonsider their request. A letter was read from Mr Bruee,.stating that he had paid fees for a license for a new building at the oorner of Strathallan-street and the Great South -road,- and had siuce abandoned the idea of erecting the building: he now applied for leave to ereot a fenoe, also a chimney iv au office at present on the seotion, aud desired that the inspection fee he had already paid should cover the license for those additions. A discussion ensued respecting the application : the geueral feeling ofthe members being that : it was very undesirable tixab . the Oouucil . should eanotion the erection ofthe chimney m the oiiice referred to, ono councillor remarking that it was erecting " a- chimney m a matchbox 7 ,'.' which would be a source of danger to .the whole block. It wuai proposed by Cpuncillor Padget, cc« conded by Councillor Turnbull, and resolved — : " That Mr; Bruce be iuformed that he must make application accordingto the llth clauso of the Building .Regulation No. 7, and that his application for trausfer of fees' cannot be entertained." Mr Doublo had an interview with the Couucil ro explain upon what authority he had executed certaiu extra work. • . Mr Turnbull never authorised hini to proceed with tho work. Would not have performed the work if the Mayor had not given him instruction. Mr Double then retired. The Mayor said he most distinctly denied having giveu Mr Double any authority whatever. He came to him suggesting that certain work should be done, and he told him to see Mr Williamson before he did anything. He had no idea that Mr Double would say he gave him instructions ; he never did give him authority m any way. The Clerk drew the attention of the Coun cil to the necessity of the Oouncil appoint ing an inspector of hackney carriagea. Councillor Cliff moved, Councillor Tumbul! seconded, and : it waß resolved — " That the Town Clerk be appointed Inspector oi Borough Stage Carriages, pro. tern." Councillor Padget moved, Councillor Butterworth seconded, and it was resolved— "Thai 250 forms of licenses for hackney carriages, carts, etc., be printed m two books." Councillor Padget moved, Councillor Fyfe seconded, and it was resolved — "That the Valuator be instructed to amend the Rate JBook for the general rate." Councillor Padget said he had a letter from Councillor Jackson, asking him to bring for ward the motion of which he had given previous notice. He moved, and Councilloi Turnbull seconded— " That the question ol establishing a weekly 'market be brought before the meeting." The motion was carried. Councillor Padget moved, Councillor TurnbuU seconded, and it was resolved — " That Councillors Turnbull, Cliff, Moßae, Jackson, and the mover (His Worship the Mayor to act as chairman, and three to form a quorum) form a committee to consider tho desirability of establishing a weekly market within the Borough ; to report at next ordinary meeting." Mr Turnbull gave notice of the following motion — "That a general rate of Is m the pouud be levied on or before the Ist November next." The meeting then terminated.
