Tho Foreign Committee of the Senate, ignoring the counsel of Mr Olney, Secretary of State, who urged moderation, passed a resolution recognising the autonomy of Cuba aud that tho States should negotiate with Spain for peace New York stocks dropped. five points in two hours. Many Governors of States have telegraphed their readiness to raise volunteers if tho resolution is adopted by Congress. It is expected that President Cleveland will veto the resolution. Wasiilvgtok, December 20. Mr Olney states that unless tho Executive officially declared their decision revised, tho resolution respecting Cuba does not alter their attitude. Bio Janeiro, December 20. Tho Brazilian Government has refused to recognise Cuba as belligerent. Madrid, December 20. The Spanish Government is hastening tho completion of warships. Tho populace is greatly excited.
