TUESDAY’S PROCEEDINGS LEGISLATIVE COUNCIL. Per Pw ss Association. ■WELLINGTON. July 20. . Tho Legislative Council met at '11.30 p.m. Tho Revocation of Naturalisation Amendment Bill and the Nfew Zealand Institute Bill were received from tho House of Representatives and read a first'time. Tho Marriage Amendment Bill was also received from the House of Representatives and read a second time pro forma, and referred to tho Statutes Revision Committee. Tile Law Practitioners Amendment Bill, providing for solicitors to count tho period on wSr service in tho five years necessary to qualify as a barrister, was introduced by tho Leader of rhe Council, and read a first time. Tho Council adopted the Hon. G. M. Thomson's motion: “That the Government ho urged to inaugurato_a definite policy for tuo development of tho fishing industry, in the interests .of (1). a cheaper supply of food, (2) a greatly increased supply of manure and cheap fish food for stock, and (5) the encouragement and development of a fishing population on which tho navy can depend in emergency.” , The Customs 'Amendment Bill was received from the House and put through all its stages as a matter of urgency. The Council adjourned at 3.50 p.m.

HOUSE OF REPRESENTATIVES

FOWL WHEAT SCARCE,

The House of Representatives met at 2,30 p.m. Replying to Mr. Sidey, the Hon. W. li. Nosworthy said there was only a very small quantity of wheat in the Dominion suitable, for fowl feed. Ponltrymeu were advised to look to other moans of feeding their stock, as sufficient wheat was not in existence. Ho would endeavour to see that. there was a fair allocation of fowl teed amongst tho various districts. THE IRISH QUESTION,

Replying to Mr. Holland, Mr. Massey saifi ho would take into consideration “tho question of permitting him to move his motion dissenting from the Speaker’s recent withholding from the order paper a notice of motion regarding tuo government of Ireland.”

APPEAL ON WAR PENSIONS,

■ Mr. Harris asked leave to introduce his 'War Pensions Amendment Bill, which,' ho states, provides for a Board of Appeal against decisions of the Pensions Board. The Bill was road a first time. SALARIES OF JUDGES.

Tho House went into committee on the Judicature Amendment Bill. Tho ..Minister .moved a new clause increasing tho salary of the Chief Jusrice to £22do, and that of each of tho otlier judges to £2OOO. Mr. M'Callum spoke in contemptuous terms of the increases given and moved that tho salary of tho Chief J ustico bo reduced uy £1 as an indication that-the salary paid should not be increased.

Air. P. Fraser put in a plea' for tho low-paid workers and others fn receipt of amounts that barely afforded a. living. Highly placed officials wore not suffering any special hardfwiij from tiio high cost of living. Mr. Isitt protested against tho suggestion that in dealing adequately with judges' salaries members wore lacking In sympathy with tho low paid people of the country. .

Mr. M'Callum withdrew his amendment, and the measure was put tlirough committee reported, and set down, for tho third reading on next sitting day". ' NEW BILLS.

The War Regulations Amendment Bill, extending tho term of certain war regulations, was introduces! by Governor’s message and read a first time. Tho Civil List Bill, No. 2, was introduced by Governors message. Mr. Massey explained that tho measure took away the proposal to exempt certain salaries from income tax. The Bill was read, a first time. Tho Registration of Aliens Amendment Bill was read a third time and passed. The Magistrate’s Court Amendment Bill was introduced bv message from the Administrator ana road a first time. . The House rose at 9.30 p.m.
