Samuel, in reply to questions, said' that upon learning of Goldschmidt’s reported communication between Hanover and tho United States, ho asked if Goldschmidt' would demonstrate his method of telegraphy, but ho replied that he was unable to do so until August. In tho circumstances, ho did not propose to invite tenders, as that would involve a delay of at least another nine months.
