M, Wilehire (Unionist) 9279, Hartley (Socialist) 2580. Mr. Wilshire’s speeches harped on the necessity for fewer State officials and more personal liberty. He included a condemnation of the Insurance Bill. '[Tie small Socialist vote is regarded as a triumph for Mr. Ramsay MacDonaU. LONDON, Juno 29. There are renewed-rumours of Cabinet changes. Some Unionist papers assert that Mr. Asquith intends to appoint'Sir Rufus Isaacs in succession to Lord Alverstone. The proposal is condemned, in view of Sir Rufus’s association with tho Marconi cases. The Spectator states that it does not believe the rumour, and adds that no Prime Minister could replace Lord Alvorstono in the way suggested. SPEECH BY ATTORNEY-GENERAL. (Received June 30, 11.25 a.m.; LONDON, June 24. Sir Rufus Isaacs, speaking at Newcastle, declared that Britain had never stood so high or held a more predominant position in the councils of Europe. Every Liberal regretted the increasing expenditure on armaments,. but despite all efforts to secure a reduction, we were in this position, that if others go forward we cannot lag behind. The Government claimed some credit for tho fact that hitherto it Jmd been able to defend the Empire by volutary service. THE ALLEGED MANIFESTO. (Received June 30, 11.40 a.m.) LONDON, June 29. Mr. Ramsay' MacDonald, speaking at Leicester, said there was absolutely no foundation for the statement that tho National Executive of tho Labour Party had issued a manifesto or for Mr. Mastcrman’s amended explanation. The whole story, was the outcome of tittle-tattle.
