A NAVAL COLLEGE.
FEDERAL AND STATE RIGHTS. By Electric Telegraph.—Copyright, (Received April 15, 9.5 a.m.) SYDNEY, April 15. A hitch has occurred between the Federal and State Governments over the transfer of the land for tho Naval College at Jervis Bay. The Federal Government has discovered that it has only proprietary, and not soverign rights, and will not proceed with the scheme till full rights are obtained. A special meeting of tho State Cabinet is considering the matter to-day.
