(Received Feb. 14, 8.50 a.m.) PARIS, Feb., 13. , The Bank of Franco will advance foiir millions sterling free of interest, repayable in five years,, for grants ,to sufferers by the flood. Tho Government proposes to grant loans to small tradesmen not exceeding £2OO free of interest. Out of 85,000 houses in Paris, 14,100 have been damaged by tho floods. FIGHTING OPERATIONS RESUMED. PARIS, Feb. 12. Tho Seine at Port Royal has risen 21 foot, and fighting operations"against tho flood have boon resumed in Eastern Paris.
