AMBASSADOR.

NEW YORK, March 28. - The Kaiser has officially approved President Roosevelt's nomination of Dr. David Hill, at present -Minister Plenipotentiary of the United States to tho. Netherlands, succeed Mr Charlemagne Tower as American Ambassador to Germany. The Kaiser recently sent, through the American Embassy, a personal letter to President Roosevelt, giving private reasons why Dr. Hill was unacceptable as Ambassador to Germany. . . Excitement was caused at Washington, because of Dr. Hill's popularity in America. The Foreign Office at Berlin professes ignorance of the matter.
