THE FAMINE AT SHANGHAI. Received Januaay 29, 12.25 a.m." London, January 25. — Dr Morrison, The Times correspondent, slates that Britain will withdraw objections to the Russian conditions connected with the transfer of Shanbaikwang railway to Germany if our position does not inspire confidence. When the Lusan railway, \ under French protection, is completed in 1906 thereiwill be a continuous system of railways between Manchuria and the Yangtze exclusively under Russian and French control. The famine at Shanghai is appalling.
