Speaking at tl.e Empire Service League conference on Saturday, Mr. Malcolm MacDonald, M.P., said civilisation depended largely on the strength of the Empire which in turn depended on populating the Dominions. It would be a mistake, however, to resume migration until markets were f'und for Dominion products and migration was not depriving Dominion people of jobs.
