NEW BUILDING BY-LAWS
VOLUNTARY ADOPTION HOPED. PROGRESS OF PREPARATION. By Telegraph—Press Association. Christchurch, Last Night. It is expected by the Prime Minister that the local bodies will voluntarily adopt the model building by-laws now being prepared as a means of minimising damage from possible earthquakes. Mr. Forbes stated to-day that it would be some time before the complete scheme of model by-laws was ready. Portion of the report of the commission set up after the Napier earthquake had outlined some general principles on which by-laws could be based, and those general principles had been brought into operation by request at Pahiatua and other towns. Wellington city had gone further. A second part of the commission’s report had been in greater detail and not in bylaw form, and the City Council was at present adapting this part of the report so that it could be applied in by-law form to Wellington. The drafting of the complete. building by-laws would take some time, and nothing could be considered about making these by-laws compulsory until the Government was in a position to supply them. Their compulsory application had not yet been found necessary. When the bv-laws were ready it was hoped the local bodies would willingly adopt them.
