MILITARY APPOINTEE'S POWER.
AUTHORITY OVER THE CONSUL.

The Government to-day will confirm the plan to appoint a Japanese General Staff officer as commander-in-chief exercising authority over the Governor of the leased territory, the South Manchuria Railway administration and the consul-general at Mukden, thus bringing the entire Manchurian relations under military control.
