JAPANESE PERTURBATION
ALLEGED CHINESE MOVEMENTS.

Rec. 5.5 p.m. Shankhai, April 16. The Japanese command is evincing some anxiety regarding recent movements of Chinese troops south of the Soochow creek (which runs into the Whangpoo River at the International Settlement). The Japanese have issued a statement pointing out: ‘‘The Chinese refusal to continue the peace negotiations, at the same time as they are making troop movements, shows a lack of sincerity •which may turn the present suspension of the pourparlers into a definite breach, the responsibility for which will lie with the Chinese.”
