APATHY OF SOVIET DELEGATES.

LITTLE PROGRESS YET RESULTS.

British Official Wireless. Rec. 5.5 p.m. _ Rugby, July 22. Answering a question in the House of Commons on the work of the AngloRussian committees dealing with debts, the Under Secretary for Foreign Affairs, Dr. Hugh Dalton, said Lord Goschen, chairman of committees, reported the present state of these negotiations to the Foreign Secretary, who was greatly disappointed to find so little progress had been made. The Soviet delegates do not yet appear to have submitted any proposals foi' settlement or even to have indicated what categories and types of claims they are prepared to allow as a ranking for settlement, and on what conditions. The work, therefore, has not yet progressed beyond the state of an exchange of information and explanations. The Foreign Secretary, Mr. A. Henderson, informed Lord Goschen he proposes to take an early opportunity of representing to the Soviet ambassador the necessity of putting forward practical proposals if the negotiations are to be brought to a successful conclusion.
