BORDERING ON ANARCHY

SPANISH GOVERNMENT TROUBLES STILL NO QUORUM IN ASSEMBLY. By Telegraph—Press Assn.—Copyright. Rec. 10.30 p.m. Madrid, July 3.2 The Constituent Assembly has not yet succeeded in swearing in a quorum, only 141 credentials having thus far been approved. The delay is causing great restlessness among the deputies, who desire to discuss the economic situation. The Government meanwhile is faced with a situation bordering on anarchy, and is preparing legislation in the hope of wiping out the strikes. There was street fighting in Seville throughout the whole day, with frequent sniping from the roofs. Martial law was declared and aeroplanes are now spotting the positions of the snipers. The prisons are so full that the arrested men have been taken to the cellars of the town hall. Forty-five Syndicalist leaders were arrested throughout the countryside. Four persons were killed in renewed encounters between strikers and civil guards, including the daughter of the ex-Mayor, who was struck by a stray bullet.
