Rec. 9.45 p.m. Washington, Oct. 23. The Navy General Board to-morrow will recommend the secretary, Mr.' C. F. Adams, that the United States should build up its navy to the maximum treaty tonnage by entering upon a- I's-year programme costing between £150,000,000 and £200,009,000. This programme will provide by 1945 •a virtually full treaty fleet of-all categories excepting six-inch gun cruisers,
