WAITARA BOROUGH

STREET AND PATH CONTROL MEETING OF THE COUNCIL. NGATIMARU ROAD MANAGEMENT. The Waitara Borough Council met last nght. Work on the footpaths of Nga« timaru Road, the boundary of the borough and Clifton county, was discussed. The Mayor, Mr. E. A. George, presided and councillors present were Messrs. J. Hine, T. B. Ewens, T. C. Wilson, W. J. Reeves, T. Taylor and H. Spurdie. Advice was received from the Clifton County Council to the effect tljat it considered the footpaths in Ngatimaru Road outside the county council’s usual province, but would offer no objection to the borough staff doing the work for the benefit of the borough ratepayers.

Mr. Hine did not consider the matter had been clearly stated to the. county council and he did not think that body would hesitate to carry Out its part of the agreement. The county council had handed over the rates in the area referred to. The position had been that the boundaries of the county and borough were on either side of the road, but the councils had taken sections of the roads.

The Mayor did not consider it was the borough council’s liability and the county council should take over according to the agreement. > The Taranaki Local Bodies’ Association advised that a meeting was proposed at which the system of allocation of heavy traffic fees would be reviewed. The Mayor and Mr. Ewens were deputed to attend the meeting, members generally considering that the new scheme was a benefit for the county council. ■ . The council’s solicitors wrote that they had looked into the question of Ogle Street, the proclamation for which had never been registered. A copy of the "■ proclamation and the plan was being obtained and would be registered. The letter pointed out that, from the plan, the section on which the stationmaster’s residence stood and the section at the rear of it became by proclamation a public street. In asking that some repairs be effected, Mr. E. Bayly stated that the entrance to his property was in a bad state. The matter was left to the works committee. • . ■ Advice was. received regarding the council’s power to prohibit drinking in halls licensed by the council.. .■ - . There had been no need for the council to act, stated the Mayor,, and what drinking was going on was done outside the -hall, where nobody had any jurisdiction to act.' The Stratford Borough Council requested the council to support it in its movement to keep the benefits of the Opaku Reserve solely for Taranaki people. It was agreed to support the movement. ■' ’ ' • '' -7 The Main Highways Board forwarded authority for the. expenditure of . £75 7s 9d (£2 for £1) on the bitumen sealing of the Ngatimaru Road. The unexpended balance of authority available for the work was £299 12s 3d. The appointment of L. T. Kendrick as noxious weeds inspector was approved by the Director-General of : Agriculture. During the month the footpaths had been cindered and tar-sealed, furze had been grubbed and the fence around the Camp Reserve had been completed, etated the report of the borough foreman. Grey and Pratt streets had received the second coat of bitumen. Metal could be procured at 10s 6d per yard in quantities of not less than 500 yards. ; The metal was discussed at length and as finality could not be reached it was. decided to refer the matter to the works committee The report of the electrical engineer showed 31,410 units had been .consumed in comparison with 26,940 units last year. Two lighting and heating, one lighting, cooking -and water and one re- • connection for lighting had. been added to the mains and three heating points had been added to existing installations. The electric light committee had reviewed the engineer’s report and considered that in view of the fact thatthe council would be faced with the expenditure of extending heavier lines to various putlyiiig portions bf the borough, such work would probably ' require taking in hand next summer and the committee considered there should be no revision of charges for lighting in -the meantime. , • • ■; • The committee recommended that a light be placed at the corner of Broadway and Norman Street, while the erection of a light at the' corner of Domett and McNaughton streets was deferred until after the general inspection of the borough. '' . ; • ■. - • The Clifton Football Club was granted permission to plough and bank the ends of the cycling track. The borough overseer reported .that four water mains had been repaired and two water services laid. .Considerable time had been spent in the inspection, of noxious weeds and a good response was being made. Two building permits , had been issued and two septic tanks had been applied for. Motor drivers’ licenses totalling 190 had been issued. The' Main Highways Board asked if the council proposed to carry out the repairs to the Waitara bridge as considered necessary, in an earlier communication.
